About Us
Leaving No One Behind: CSOs for an inclusive Society is a 3-year project funded by the European Union and implemented by Cesvi and Tatweer Research (2021-2024). It seeks to partner with civil society to strive for an inclusive local development and more equitable society in Libya where no one is left behind.
Empower Libyan civil society
The Overall Objective of the project is to contribute to empower Libyan civil society to actively foster community development and social inclusion at local level, which enunciates the complex challenges found at the local level, whilst incorporating the perspectives, experiences and opportunities of local civil society actors to promote positive changes.
Strengthen the capacity of CSOs
The Specific Objective is to strengthen the capacity of CSOs and informal community groups in promoting economic, social and cultural rights at local level by supporting them in defining their priorities, objectives and actions to meet their goals.
The project Leaving No One Behind aims at promoting the active role of civil society actors in influencing the community development, through three phases:
1.The capacity to be, where CSOs’ organizational structures and technical capacities are enhanced to operate autonomously, fostering the capacity of CSOs through a tailored capacity building program which aims to strengthen their organizational capacities.
2. The capacity to do, reinforcing CSOs’ capacity to plan and effectively implement practical actions, through the launching of Call for Proposals for short term projects.
3.The capacity to influence, promoting the process of dialogue between CSOs and local stakeholders, through the promotion of initiatives, and enhancing CSOs networking.
The Call for Proposals for Project Grants launched under the Leaving No One Behind project is opened to every CSO from East and South willing to unleash its potentials for social impact by awarding grants for implementing their projects.
Duration
Duration of the projects cannot exceed six (06) months. Minimum duration is three (03) months.
Funding Information
Funding for a single grant cannot exceed EUR 5,000 (in accordance with each CSO’s capacities and project proposal submitted). In the event of a CSO applying for multiple project-based grants, the total funding cannot exceed EUR 20,000 (in line with EU sub-award regulations).

Eligibility Criteria
Civil society organizations in Libya can apply for grants within the following parameters:
- Applicants must be local and non-profit organisations.
- Eligible organizations must be based in East or South of Libya.
- CSOs must be validly registered with any branch of the Civil Society Commission.
- Eligible organizations must demonstrate adequate structures and capacities.
- Eligible organizations must engage to respect all applicable laws and follow sound managerial and financial practices, including EU procurement rules.
- Eligible organizations must present a budget where administrative costs do not exceed 7% percent of total cost.
- Eligible organizations must directly address the promotion of Social, Economic and Cultural Rights, with priority given to projects with a focus on women and youth.

How to Apply
Civil society organizations who meet the eligibility criteria can apply before (8th January 2024) through four steps.
- Download the Project Grant Request Tool, which is attached: Arabic Version , English Version , Capacity Assessment Tool
- Fill out all the required details of the Project Grant Request Tool.
- For CSOs which have never been vetted by Cesvi, they can be selected for Project Grants upon completing a specific organizational and technical capacity assessment.
- Please note that CSOs should not fill the capacity assessment tool as part of their application. Therefore, CSOs can view the tool, but they are not required to fill this template.

Send the documents, as well as certification of registration with Civil Society Commission and bank statement of an account with the CSO’s name, as an attachment with the subject line “Call for Proposals Project Grants: [Name of the organization]” to all of the following emails:

The deadline for applications is 8th January 2024, 23:59 hrs Libya time. Applications received after the deadline will not be considered.
Cesvi Evaluation Committee will evaluate all applications received as per the pre-identified evaluation criteria (highlighted in the call for proposals document) and plans to notify all applicants, through an email notification, of the results of the selection process.
